DART Board Member Irving Mayor Rick Stopfer

The Irving City Council appointed Mayor Rick Stopfer to be the Irving representative to the DART Board in 2013.

While on the DART Board, he has served as chair of the Revenue and Public Relations Committee, Vice-Chair of the Rail Program Committee, and as a member of the Administrative and Audit committees. Rick is also a member of the Trinity Railway Express Advisory Committee, the Transit Oriented Development Committee, and an alternate member on the Regional Transportation Council.

Rick was re-elected to a third term as Mayor in May 2023. He was originally elected as a councilmember to the Irving City Council in 1998 and served through 2012; he was appointed Deputy Mayor Pro-Tem in 2007-2008 and Mayor Pro Tem 2008-2009. While on City Council, he was chair of the Planning and Development Committee and has been a member of the Audit and Finance, Legislative, Public Works, Communications, Community Services, and Transportation and Natural Resources committees.

When I asked Rick why he continues to serve on the DART Board, he shared,

“Transportation is extremely important to the City of Irving and the first and last mile are integral to our businesses and residents. Committing $100 million annually to Dallas Area Rapid Transit is the City of Irving’s largest expense for any one service.

“As the Mayor, it is essential that I participate in first-hand discussions regarding how those dollars are spent because I have direct contact with the City Council and City Management, ensuring that the City of Irving’s needs are met.”

DART and the City of Irving are not the only beneficiaries of Rick’s civic engagement. He was a member of the Valley Ranch Association Board of Directors, where he served for over 20 years, including as president of the board, and President of the Irving Heritage Society.

Rick has an extensive history of involvement with various municipal boards and government agencies, as well. He has served as a board member and/or a liaison to the Trinity River Corridor Advisory Committee, DFW International Airport Board, Dallas Regional Mobility Commission/TEX-21, Irving Flood Control District-Section I, Irving Flood Control District- Section III, North Central Texas Council of Governments, National League of Cities, and the Irving Planning and Zoning Commission.

Rick and his wife, Melanie, were born and raised in South Dakota, but have lived in Irving since 1988. He is a retired automotive consultant.
